They're playing to the other 25% -- the Republican base, who decide who gets nominated as a Republican candidate. Your problem is that you think the United States has a democracy. It doesn't -- things have been gerrymandered out of control for so many years that in many states a blue tick hound could be elected to office if he happened to have that magic (R) by his name. All you have to do is make the (D) districts be 99%(D), create lots of 51%(R) 49%(D) districts in the remainder, and presto -- the minority gets the majority of districts in the state legislature.
